[apple-iphone] WiFi saved networks and priorities

I have two somewhat related questions I have not been able to answer.

1. The only way I can find to forget a network is while connected to that network. While each individual set of network information is surely small it must build up over time. I may add two or three networks (or more) each week and I often don't have the time, or don't remember, to 'forget' them before leaving range so I can I delete all that old information. I have dozens of networks I don't want to lose access to, so resetting all network settings isn't a solution. Suggestions? Any third party apps?

2. The prioritization of WiFi networks the phone selects isn't apparent. It certainly isn't necessarily by signal strength. I have regularly had the phone connect to a weak signal when a much stronger and indeed preferred (by me) signal is available. I can sort the remembered networks on my laptop to specify their relative priority. Is there a way to do something similar on an iOS device?
