Yes! But only by overriding it manually on your computer.
If you have updated the app, but not emptied the trash bin, you're in luck. If you've emptied the trash, then you're out of luck and it's gone. I know no way to get it back unless you've got a backup on another disk somewhere or have a program to retrieve deleted files after emptying the trash. So, anyways, if you've not emptied the trash or can retrieve it from another backup, read on...
Open the trash bin and find the file with the correct name. 
Select it and right click on it to bring up the menu. Click on Properties I believe. This should tell you where it originated from. Write that path down, although any other app file will tell you the same thing.
So, now, get it to put the file back where it was - restore I believe it's called. Right mouse click to get the menu on the mouse and select Restore.
That will put it back in the iTunes folder where it was before.
After you've restored the file, then go to the real folder under iTunes where all the app files are and delete the newest update of that app file or rename it although another update will bring it or a more recent one back again.
Then sync your device using iTunes again. You should have the old one back.
If you want to 'freeze' the app at that specific version, there is no way to do that, so you never want to press Update All or have Automatic Updates turned on as you'll constantly be overwriting it. It's a good idea to save off the file with a different suffix so if it accidentally happens again, you can always retrieve it. Something like <filename>_backup so that all you need to do is remove the _backup and the app is the correct name again. You don't want to mess with the real app name as iTunes is looking for a specific file name to sync to your device.
I have to do this with one of my apps and it's always on my update list and I always have to watch out for it. However, I've got the backup if I need it. If I find a better replacement app, I may switch, but all my data is in this one, so it's unlikely I have that situation.
