In the UK just about every cellular network offers PAYG (Pay As You Go) as an option, so if you don't use any data you don't pay for it. Does no one in the USA offer this?

I think with AT&T that when they detect you using an iPhone without it having a data plan they will automatically add a data plan to your account.
