All Cellular Carriers require a Data Package in order to use a iPhone; basically using an iPhone w/o data or voice is basically using it like an iPod Touch. You can still Face time with it  Voxer or do anything else but with the exception that your limited to wi-fi only. So no GPS or Find my iPhone because those require cellular or Wi-Fi based; if someone stole your iPhone you'd either have to wait for them to turn on the Wi-Fi so you could locate it. PrePaid won't work either due to the fact that the phone uses a micro sim card. So as I stated before all you would have is a iPod Touch basically. Hope this helps.
