I went to IOS7 on my iPhone 4 and have not seen a real slow down.  Some apps are faster.  Specifically Notes seems to open faster under IOS7. 


The standby battery life seems a little better.  The active battery life is hard to check.  I would say I get somewhere between 10 and 20 percent better standby battery life with IOS7.

The iPhone 4 would definitely become slow with iOS 7. It's not as fast as it would be on iOS 6. But new apps would support iOS 7 only very soon. So you need to make a choice.
