I think Otto is trying to get Susan to tell us if she is trying to down load in iTunes instead of the iPhone. She has not answered the question yet.

I am (obviously) not Susan, but...
I have a 5S.
I had previously purchased Pages and Numbers for the iPhone and iPad.
I had previously purchased iMovie and iPhoto for the iPad.
I used my 5S to go to the App Store, and searched for iWork. That displays Numbers, Pages, Keynote, and several 3rd-party apps. Keynote, which I do not own, is shown as Free.
The same search on my iPad 4, running iOS 7, or in iTunes on my Mac, shows Keynote as $9.99.
Searching for Garage Band (which is the part of iLife that I do NOT own) on *either* device, or on my Mac, shows $4.99.
