On this iMessage bug, and I call it a bug, it is not uncommon. Read somewhere last night that the network under the hood in iOS7 differs somewhat from iOS6
Common advice is to turn off Facetime and iMessage, reset Network Settings, turn them back on and allow them to reactivate
Symptoms I have had are
Undelivered iMessages
iMessages show as sending, even the day after (Sending 1 of 1, 1 of 3, etc)
Sending as Text instead if iMessage fails (if that option is selected) doesn't always work
And these are erratic
