For some reason my 5s wasn't associated with my account even though I had signed in on the 5s. My old 4s was linked. The second tech had me sign in on the 4s and turn off Imessages which I hadn't done. He then had me erase all settings on the 4s. Then I removed the 4s from manage devices. After that the 5s  correctly associated and when I searched the App Store for Keynote it was available for me for free on the 5s. 

What was weird was that originally there was only one iPhone in the manage devices - never both the 4s and 5s so I stupidly thought it was my 5s!!
Never assume. Haha. 

The second tech gave me instructions for requesting the refund On numbers when the order shows up.
