So download Keynotes on the 5S and see if you can then use it on the iPad.

To my memory, they only made the iWorks apps free with the 5S and 5C and forward, but not any of the iLife suite like Garage Band.

I am (obviously) not Susan, but...

I have a 5S.
I had previously purchased Pages and Numbers for the iPhone and iPad.
I had previously purchased iMovie and iPhoto for the iPad.

I used my 5S to go to the App Store, and searched for iWork. That displays Numbers, Pages, Keynote, and several 3rd-party apps. Keynote, which I do not own, is shown as Free.

The same search on my iPad 4, running iOS 7, or in iTunes on my Mac, shows Keynote as $9.99.

Searching for Garage Band (which is the part of iLife that I do NOT own) on *either* device, or on my Mac, shows $4.99.
