I called Apple. The tech did not know why I didn't get the option. He suggested I download numbers and if charged to contest. He gave me a case number to reference if I have to request a refund. Supposedly he made notes on his end to assure a refund if needed. Not sure if it will be a problem but I did buy and download. Will see.
