Have you also turned on Increased Contrast in Accessability? It does turn the background near black and darken the "key tops". 

That is as good as it gets, with built-in settings, that I have found so far. But it also seems to darken your photos.

I have done that.  All changes I've made have worked fine, it's the lack of contrast between keys and background on the mail keyboard.  There is very little contrast, letters are very thin, hard to read.

Yes, I did.  It's not the background contrast on the home pages, it's the contrast in the mail message writing keyboard.  The letters are so thin and dim and the contrast between the keys and background in back of keys is almost nonexistent.  That's what I'm trying to fix.  The contrast on the home pages is fine as well as the black background I've chosen for wallpaper.

I upgraded my IPhone 4S to ios7 from iOS 6.2. I've made the fonts bold, decreased the brightness, added a solid color neutral wallpaper, but can't find a way to make keyboard letters bold or increase the background contrast. 
Is there a fix for this that I'm not aware of? I did read all the posts regarding issues with iOS 7.
