Not true. Although it does depend on the server, it has been years since I saw a server that did not allow customization of behavior on download. I still have legacy POP accounts set to delete either two weeks or 30 days after first being downloaded. This is generally plenty of time for all my devices to "touch" the server and download "their" copy of an email.
