However, my cell phone is a very private phone. I don't give out the number to very many people. The government and businesses can call my land line at home.
Maybe I'll make the default ring tone a quiet-ish one and give my favorites who I want to talk to something noisy.

You should look into the various apps that block robocalls. There have been many listed in recent posts and news articles.
In my case, I get many calls from numbers not in my contacts. Calls from medical offices that use a common outgoing number, medical offices I am referred to, government offices I need to talk to.
