Same thing has happened to me twice or thrice.

I have enjoyed being able to have a phone conversation using my non cellular Apple Watch 3. However, twice in the past week I was unable to answer an incoming call despite repeated tapping on the green icon.
The first time I was in a supermarket checking out, the iPhone was in my pocket. The second time I was at home and the iPhone was about 25 feet away.
iPhone 6+.
Is this normal?
