I tried to disable the passcode but the phone continues to ask for it.Not exactly what the device says when it asks for a passcode.

Apple is not great at distinguishing among various different codes.For example, when a blank device is restored from a backup, the app NAMES and ICONS are copied to the device, but the APPS themselves (except for the ones Apple has built into iOS) must be re-downloaded from the App Store, which requires entering that account's password.Similarly, if there is an iCloud account, it will require that password to be entered at some time.This device MAY not be asking for the (non-existent) startup passcode.
