Yes, iPad apps are seperate to iPhone apps.
 
Just as it was no biggie for the mini to use iPad apps, it will be the same for larger iPhones to use iPhone apps. From what I have read, the pixel count and resolution were ALL about ease of allowing older apps to work, and for the devs to easily create the larger iPhone custom app from the standard iPhone app. If the only change is a conversion based on matching and compatible pixel count/resolution.
 
We may search for an app in the App Store, see its optimised for the 5S, 6/ 4.7 and 6/ 5.5. The dev has 3 versions, but to us its seamless as the iPhone model gets the one made for that model. Hope this is the case as Amdroid scales.  So a sharp image on one screen degrades on larger screens

I do not know for all apps but Google maps runs much differently on iPad than on iPhone.
They both are on same version of iOS;
Apparently, the app for iPad was written separately.

Similar difference could be there for some other apps too.
