if they are on your phone, you should be able to transfer them to your library. On the Mac, iTunes, it asks whether you want to transfer purchases on the phones to the computer.
I don't know how it works on a PC.
Alternatively there is software (shareware and freeware) to move your entire music library from phone to computer. At that point you could reimport them into iTunes.

Thanks. I have done that - the songs appear as purchased (I also have the receipt from when they were purchased). One song is part of an album - all of the rest of the songs on that album are good. But nothing come up in "Not in my library" - it says there is nothing to be downloaded. I only see them when I select "All".
