We had another thread a week ago about this.
What capacity is your iPhone 4S? What computer are you syncing to and what is the OS? Did you upgrade through iTunes or OTA?
I hope you did a backup and copied your photos and other things that don't sync.
The solution to the thread last week seemed to be to do another download and install. He was in Mexico and had a hard time downloading the update. He was using a PC.
