Thanks, but maybe I wasn't clear.
I have to visit clients where there is no WiFi so I need to be able
to use the iPhone as a hotspot to tether to my laptop in order to tap
into the Internet. I need to take my laptop to access the sites I
need and not depend on looking at the small screen on the iPhone, as
I have been doing using my 4G service. I purchased more data to be
able to do this so I could take the laptop and the person at ATT gave
me the quick course over the phone on how to set up the hotspot with
the computer. It sounded so easy, but, obviously I am missing some steps.

Although I have tried these, I almost always connect to my iPhone
hotspot using Wifi, which requires signing in ONCE, and subsequently
is completely transparent. (I am using a Mac, but a Windows machine
with Wifi should be just as easy.)
