I find that using the wifi connection is the easiest. As stated before, once set up the connection is automatic.
Turn on the hotspot and note the password for access. This can be changed if you wish. Left click on the network icon at the right end of the task bar on your laptop. This should slide the Networks area in from the right side of the screen. Left click on the network with your iPhone's name. Check the connect automatically box and click on connect. Enter the password when asked. You should connect and have internet access. Subsequent connections should be automatic when your hotspot is turned on.

Does your laptop lack any Wifi card?

Can it not connect to a Wifi network?
iPhone hotspot CREATES an iPhone-generated Wifi network, which you use your laptop (or whatever) to log in to.
