I have no idea why BT or USB would be mentioned. Turn on iPhone personal hotspot, go to your Mac, Win7, Win 8, Android, etc, etc, and connect to the iPhone wifi hotspot just created, as has been the case for years

Although I have tried these, I almost always connect to my iPhone hotspot using Wifi, which requires signing in ONCE, and subsequently is completely transparent. (I am using a Mac, but a Windows machine with Wifi should be just as easy.)
