iOS and MacOS — and only these — can send iMessages, IF they are properly set up for it in preferences, and IF they are messaging with a device that also has it set up.
iMessaging is not free, but you pay only for the actual data you use to send the message (1 byte per character sent: 1 megabyte, a pretty trivial amount of data, corresponds to a million characters, or roughly 200,000 words).
As opposed to 20¢ per message flat rate for a 140-character SMS text message on a pay-as-you-go plan.
