I think you can share apps to 5 devices?
So, just use one Apple ID and both get the apps you want. When syncing, select the device on the left (you can have multiple ones connected to the computer) and tick the apps you want on each device. Untick the ones you dont want on each device

iPhones will not sync the same category of data (e.g., Apps) with more than one account.
If you go to sync them with a second iTunes account, iTunes will tell you it is about to erase all the existing content from the iPhone.
