This just started yesterday. My husband's iPhone (6S running iOS 11.1) started automatically spontaneously calling my phone. I am the last number dialed on his phone. It's called my phone at least 7 or 8 Times. I had him reboot, and it's so far happened one more time.
I the meantime, my phone (8Plus, iOS 11.1.2) has twice spontaneously called my brother's phone. He is the last number dialed on my phone.
What's going on? In most of these cases the phone is off (not powered down, but locked) and no one is touching it.
