When you download an app from Apple to iTunes the file contains both the iPhone and iPad versions. When you sync to either iPhone or iPad it load only the portion needed to work on that device. They did this to save storage space on the device. That makes so you can not load an app from the iPhone to iTunes because it would not work on an iPad. Apple calls this App Slicing and it started in iOS 9. Here is an article that gives more information.
