Richard, I did some research and found that the iPad 4 is 32 bit. iOS 10.3 is 64 bit. There is not a 32 bit version yet and may not be.

     My 6s shows 10.3 under Software Update, but my iPad 4 still only shows 10.2.1 available, even though Apple states the iPad is compatible with 10.x.

I put iOS 10.3 on my iPhone 5s without incident on Tuesday March 28. I did it from "Settings" on the phone.  It seems to be working OK.
