This could very well be an AT&T issue. Ultimately, messaging is at the mercy of our carriers.

Oh, I tried that and also did a soft reset with the phone and also shut off iMessage and turned it back on and did all updates and none of it solved the problem. Try resetting the network settings. Settings>General>Reset>Reset Network Settings
You will have to re-enter any saved wifi passwords after you do this.
