Check with your cell company to find out what it will cost.
I was just over in England a few months ago and my 4S was invaluable. I'm on ATT and checked with them about using it over there. The basic plan includes phone usage but at something on the order of $1/min. That includes incoming, outgoing, voice mail announcement, voice mail recording and voice mail playback. One suggestion is to turn off the phone function except when using it. For data they have a foreign roaming plan that was a little more than my domestic plan.
I used my phone a lot there, particularly for maps (the standard iOS 4 map program). It gave me directions for getting around including walking, the Tube, busses and trains. I just put in where I wanted to go and it would tell me directions for each leg, including ETAs for public transit.
The cost was quite reasonable considering the benefit of getting around in and between strange cities
Definitely take your phone.
