[apple-iphone] iPad mini & iPhone 5

 

I have an iPad mini, iPhone5 & a pc (no Mac).

Is there a way they can both be the same with apps? I set them up one way on my phone then sync. When I go to sync iPad the new apps have to be added the they are all over the place, not in order like I have on my iphone.
