Interesting, I have to say it's a new one to me. I will be curious to hear what it is. I to have a number of E mail accounts but they are all Yahoo. What is your provider? Do you use WiFi only?
If it was me I would look at the settings on the E mail providers web site. I can't think of a setting in iOS that would do what you describe.
