A quick web search says:
"The 3GA file extension .3ga often refers to the voice recorded files from mobile phones like Android, Samsung Galaxy S2, S3, Nokia and etc."
It seems that Mac & PC have problems with this, and that there may be no way to listen to it on a iPhone.
Have your friend tell you what it is and if you still want it ask him to send it in another format.
