Perhaps the hotel was having a problem with its phone system or is this something that sometimes happens with an iPhone?

This definitely sounds like a problem inside the hotel's phone system. The "Press 1 for…" system has always worked the first time for me on several different iPhones (except, of course, that sometimes the correct choice is not obvious, or not there at all).
