[apple-iphone] Apps "not transferred" to my Library

Does the App Store still keep my apps on record or not? For some time, on my old iPhone 6 plus, I got a message every time the iOS was updated, that some of the apps had not been transferred to my Library. I found that, when I did select Devices and transferred, the message was still there on going back to update. I thought this might be that, on one update at some time, I had omitted to transfer apps before updating. So, for my new iPhone 8 plus, I decided to set it up from new, not reloading from the itunes setup for the 6 plus. I knew this might take a lifetime or so, but I did it, and indeed, there were two or three apps on the old iphone that the App Store did not seem to have recorded as mine. However, on arrival of the first iOS update on the new device, I am still getting the error message, and going through the app transfer process makes no difference. Can anyone advise me please? Or is this yet one more of the iOS 11 issues with apps?
