It sounds like the phone was reported destroyed/lost/stolen by an owner who had insurance on it through Apple (or the carrier... I know Verizon offers such insurance). Did you purchase the phone from the registered previous owner?

It means the previous owner registered it, and it may have been replaced by Apple. You do not need to restore the iPhone.

Tethering, while not the same, was in essence replaced by mobile hot spot and it all depends on the plan you are on.  Call AT&T and ask if your plan has it or move to one that does if you need it.  

The only plans you can not do this on are the grandfathered "unlimited" plans which I will hold on to until they have a reasonable plan for my level of data usage heh

I just sent mail from my main account (this one) to my iCloud mail account and now it works fine, with almost instantaneous delivery. I looked at my iCloud settings yesterday but found nothing unusual and changed nothing. I'm clueless, but glad it receives mail again.

Basically, you need to delete the yahoo account from your phone, and re-install it.

Yahoo has made some changes recently to their email and email servers. 

I don't have an yahoo account or yahoo email account, but my ISP uses yahoo's email services and suddenly I was not getting all of my email at frontier.com. At first they laughed, then they could not understand, and finally they saw a pattern. It is hard to find a pattern of missing email. They got it fixed by putting in a business to business problem ticket. And since they were customers of yahoo email services, yahoo listened.

My suggestion, since you are not the only one having this issue is to get Apple involved.

I'm not using the Yahoo app.  Yahoo mail was installed on my phone when I bought it at the apple store.  I also have a gmail account with no issues, mail comes through with no problem
