The iPhones charge up the first 80% fast and the last 20% is slow. If you look up the Apple Support article, you run them down until they turn off to start the recalibration.
It does not matter if you run them until empty every time or if you recharge them when only partially down. It all counts to the number of full recharges. In other words, if you recharge 20%, 30%, 65% & 85%, it count as 2 recharges, the same as 100% & 100%.
You should not have tired powering it up until it was dried. The water just moved about. Button it back up and then put it in a bag of uncooked rice for a day or three.
The odd sounds were probably water moving about the jack or speaker connections, and the continued movement finally got the water to land when it would not start up.
So stuff it into some rice for a day or so. She'll be without a phone for a day or so, but that is life.

I used to turn my phone off at night. I don't let it go flat apart from these two times. Should I let it go flat or low, then recharge to 100%? I normally do that. When I charge, it may be at work on laptop, slow, or at home on iPad charger, fast, can these affect calibration?
Happy tonight, daughter dropped iPhone 4 into a container of water. Worked but odd sounding speaker (not surprising). Then it won't turn on.
I brought it home as I know how to dismantle it. No screen, plug into power and I get the noise, take a screenshot I get camera noise, so its actually on, maybe screen connector faulty.
No pentalobe screwdriver here tonight, so I do a hard reset, whaa laa I get Apple logo and lockscreen. No passcode as she is in bed at her home but looks good
