I've had this happen twice once, both times on my iPhone 4. I did a hard reset on the phone and then it finished the update. The second time the hard reset didn't work. So, I just plugged the phone into iTunes and did the update from iTunes . My spouse had this happen on the iPad Mini recently and had to do the update through iTunes. I'm glad to hear this is happening to others.
