The iPad requires a higher amperage to charge. Many plugs (the thing that plugs into the wall and into which you plug your USB cable) are designed for the iPhone and won't put out enough current for an iPad. You can't tell by just looking, unless you know the needed specs (which are stamped into the plastic on many but not all plugs).
To oversimplify: The iPhone requires 1 amp/5 watts, the iPad requires 2 amps/10 watts. An iPad plug will charge an iPhone faster, while many iPhone plugs will not charge an iPad at all, or extremely slowly.
