[apple-iphone] apps look like their updating but are not

 

Has anybody else had an issue with apps that are "stuck" in an update mode?
I've seen this on my iPhone and my iPad mini. Usually turning off the device and then back on clears this, but recently on my mini, I had to resort to deleting the apps that were stuck and then reinstalling them. First time I had to do that not sure why this happens.
Any ideas or suggestions? It is as 64gb mini with admittedly large number of apps.
