It was in Privacy - Location Services as was suggested, turned that off, see what happens, but yes, I do feel its an app issue, although it should not notify if notifications are turned off. I dont know if Apple servers have any effect

Besides which app, the issue may be in the app not in other things on the iPhone.
You may temporarily have to de-select the quake alert. I sometimes have to do that in a weather alert app I have used.
