Since Apple's Developer's Connections is down, and I believe it is for both OS X and iOS, I think it could be delayed. But then we never know for sure when they will be released, until they are releases.

The finished iOS 7 is suppose to be out sometime in the Fall. The 4th beta update could be anytime. We don't know for sure.
