Re: [apple-iphone] App updates - and Private WiFi

Two questions.

1) If this is downloaded to the iphone, and there is already a data
plan (current data is very limited due to cost), does it interfere?
It says it wants to make changes to the settings to continue
installing. Will that interfere with my current configuration of data
allowance I have with my account?

2) Also, is this app available for download to a Windows 8 laptop or
only Apple items? I'm brand new to Windows 8 so do not know what apps
are available or even how to search for specific apps that may be
available. The big need is getting Internet on the laptop since there
is no Internet connection right now. Can it be downloaded to the
iphone and then have the iphone be connected somehow to the laptop so
the laptop can be used to get mail and to the Internet?

If someone is kind enough to create a tutorial on how to use the
iphone and tunnelbear and connect it to the laptop so that the laptop
can be used to get to the Internet, I'd be very grateful.
