1) What do you mean by "Gmail is ON"?
If you mean "Use mobile data for Gmail" is ON, that would be right.

2) These "cellular options" may differ between users.
Me, I have the options to use 4G, to use data roaming, to fill in APN settings, and to manage my SIM PIN. (I'm with T-Mobile in the Netherlands, quoting the settings of my cellular iPad.)
You may prevent yourself from using Gmail by setting the first options OFF if you happen to be in an area with insufficient coverage by your provider (in the frequency bands that your device can handle). Roaming may get you connected, but you're likely to be charged for it. So I default to having it OFF.
I have never bothered about APN, <https://en.m.wikipedia.org/wiki/Access_Point_Name>. My setting (probably from my SIM card) is "smartsites.t-mobile", to give you an idea of its format.

At home I am on Wi-Fi.  My iPhone 5s sends and received email with no problems.  When I am away from home I can get on the Internet and make calls with my Cellular connection but for some reason I am unable to receive or send emails.  A message pops up saying it can not connect to my email account (gmail) and to check settings.
