You can do this for the iOS 10 upgrade, yes.

Not the watchOS 3, however.

First, you have to already have iOS 10 installed and running on the iPhone, and seconds, the watchOS download MUST be made within the Watch app ON the iPhone.

On the other hand, I should be able to use the iPad to *create* the hotspot for the iPhone to log onto. But when I tried that, the download appeared to complete, then vanish when I switched to my local home Wifi and turned the hotspot off.

At home, typically 15-20 Mbps. At other locations, sometimes more. Tested just now, at 1:48 PM local, only 10 Mbps. (Still, a lt better than 1.5-2.2).
