I would remove the current WiFi connection in Windows 8 and then try to reconnect. You would need to reenter your Apple password. If that does not work, I would reboot the phone.
Another idea is to have someone else try and connect to the hot spot on your phone. This would tell you if it is the phone or Windows 8.
