Look at the list of "Use Cellular Data for:"
and scroll down to your Twitter App, and switch it to Off.
(If you are getting that uses your cellular bandwidth, it must be turned On now.)
To enlarge on Jim's comment: anything which requires a network data connection will use Wi-Fi if available; if not, it will use cellular data. If you want to avoid the latter being used at all, you must switch if off as Jim describes, and keep it off unless you have a specific need for it.
(I've always wanted a simple choice on my iPhone to use Wi-Fi *or* cellular data and not have to delve several layers into the Settings menus to turn the latter off/on. I don't see a need to have *both* on at any time, and doing so uses extra battery capacity.)
