Wrong question. Because you can't reinstall Safari on the iPad. It is possible something in Settings — Safari has gotten glitched; this should be easy to check. But I doubt this possibility. The questions are: 1. "What is wrong OUTSIDE Safari that is causing this?" and 2. "What can I do to try to fi it?" The answers are: 1. I don't know. and 2a. First try a forced reboot (Home and On/Off button held down together until the Apple logo appears, then let the boot complete. 2b.
