I would first compare settings on the iPad & iPhone to assure they are the same & also clear all website data & history in the Safari tab. Next I would close all recently used apps on the iPad by double-clicking the Home button & then swiping up on each app. Lastly, I would then reboot the iPad by holding down the Home & On/Off buttons together until the Apple logo appears on the screen.
