I had the same problem but eventually noticed a tiny icon setting on Waze that toggled the sound to my VW Jetta radio or to the iPhone 5 speakers. I don't see the switch right now as I am not in my car. I don't know if that matters or if it disappeared with the iOS8 update.
Upon further investigation I found what appears to be the switch in the Waze sound settings.
I don't see a similar setting in Apple maps.
