The phone could connect to Internet. I could pull up pages in Safari. I could use apps that rely on Internet data. It just would not show the Hotspot option.
But HotSpot option was non-existent. So my phone had an Internet connection and it was active and transmitting data. So yeah if the connection had some characteristics that meant it was too slow for a hotspot it knows enough to vanish the hotspot, it could indicate what caused it to vanish the hotspot.
Today at exact same desk and spot I could use the Hotspot in fact all day I am sending from my MacBookPro tied into the phone's hotspot.
