Richard,
That also assumes your carrier allows Hot Spots on your account and some charge extra to create a Hot Spot with an iPhone or iPad.
Please check out your carriers rates for using more than one device on your account.
Rant follows, so if you want you can skip it.
I use AT&T on a grandfathered "unlimited" data plan, and I am not allowed to create a Hot Spot without first giving up my "unlimited" plan and being charged extra to use the amount of data on which ever plan I end up on. At last look there is no lower priced data plan than what I am paying, and they want another $45 per month for the privilege of being able to create a Hot Spot.
So basically, they want me to give up my "unlimited" plan, pay a minimum $10 more for less data, and then pay almost full rate to have another device on the account. But they insist I'm saving money.
Unless you travel a lot, or use it for business, where you cannot rely on WiFi, I am of the opinion that it is not worth the expense. Last year, I was on a 3 month assignment where the WiFi in the hotel was so unreliable, slow and expensive, it was cheaper to buy a stand alone Hot Spot device. It was cheaper than paying the hotel and cheaper than creating a Hot Spot from my iPhone.
I have friends in another state. They finds it cheaper for her to use a cellular data dongle on her laptop for internet connection at home and at her business. Rather than pay for two stationary internet connections. He drives truck and just uses his smartphone for internet, no laptop.
My advice is to check your options.

I've been having a similar problem using the hotspot on my iPad mini but I
don't see the settings on my mini or on my iPhone 5. I'm still on iOS 6.x
and the carrier is Verizon. is this a setting on iOS 7 or maybe a different
carrier?

Basically the hotspot disappeared tonight when I had LTE access and 4 bars.
So I went into Setting; Cellular; Cellular Data Network and aw that
Cellular Data: APN = fast.t-mobile.com
LTE Setup (optional): APN =
MMS: APN = fast.t-mobile.com
I then set
APN = fast.t-mobile.com
for LTE Setup and my hotspot re-appeared. Problem solved unless it re-occurs
under different conditions.
